Time is the key

Tonight I worked on a puzzle from a video where an electronic voice was saying; "the time is 41 minutes till midnight."

Which is 11:19 PM with the number 19 in red, which is an obvious clue that it was the key to the cipher it gave next which was some gibberish that was part of a Caesar cipher after all.
